Born to the indigenous Cañari of Ecuador, Guartambel would earn a J.D. in Indigenous Law and a Master\’s in Criminal Law.
After rising the ranks of city councilor of Cuenda, he would run for public office under the Pachakutik Party.

He continues to be active in environmentalism.
